DSL ISPs are internet service providers who connect users to the internet through converted copper phone lines. The company makes a slight modification to the existing phone lines in your home which essentially turns the line into a Digital Subscriber Line which allows a multitude of features. The most common features of DSL available from DSL ISPs is:

• The ability to talk on the phone line at the same time that you're speaking on the phone. This saves you the cost of a seperate phone line
• Higher speeds than dial up internet access with a more reliable connection.

DSL ISPs are almost always local telephone companies. The main competition they face is cable companies who offer always-on service with faster connection rates for affordable rates. DSL is more popular with business users who can't get cable access at their offices.
